The Corrientes Senate has accelerated review of the 2027 Budget, aiming for a committee opinion and a floor vote on November 19. The Tax and Budget Committee called Finance Minister Héctor Grachot to explain projections, resource distribution and financing needs. The schedule is designed to leave time for the lower house before the regular session ends November 30.

The bill estimates spending and resources at 4.867761 trillion pesos, a nominal increase of 52.1% from the current year. That figure alone does not show real expansion; it must be compared with inflation, 2026 execution and cost growth in wages, medicines, energy and construction. Sustainability depends on realistic revenue estimates.

Current expenditure totals 3.717349 trillion pesos and capital expenditure 1.138064 trillion. The large capital allocation presents infrastructure, equipment and public works as central priorities. Lawmakers should demand project lists, expected progress, financing sources, beneficiary municipalities and future maintenance costs.

Resources include 4.095975 trillion pesos in current revenue and 171.785 billion in capital revenue, supplemented by up to 600 billion in financing sources. Public borrowing may fund works, materials and equipment, but the bill should separate new debt, refinancing and short-term operations and disclose currency, term and cost.

The proposal authorizes up to 200 billion pesos in Treasury bills for temporary cash needs. Bills can bridge timing gaps but create risk if repeatedly rolled over into permanent debt. Each placement, rate, maturity, holder profile and outstanding balance should be reported.

The staffing structure includes 52,204 permanent and 30,342 temporary positions, more than 82,500 posts. The budget adds a clause requiring at least 50% of any free revenue surplus above estimates to fund wage improvements.

The wage clause can reduce conflict by linking raises to actual revenue, but it depends on how targets and free availability are defined. Overly ambitious revenue forecasts could make the surplus unattainable. Periodic reports and union access to data would improve credibility.

The next step is Grachot's presentation and the committee decision. Senators should test inflation, revenue-sharing and debt scenarios and publish the works plan and staffing evolution. Fast treatment can provide predictability only if it does not replace thorough scrutiny.
