La Confederación General del Trabajo brought to Ministerio de Economía three claims to relieve the indebtedness of families and small and medium-sized enterprises. The submission took place during a mobilization shared with the two CTA and social organizations. The document argues that the macroeconomic framework is not enough if the decline in income, weakened consumption, and high financial costs continue.
The first request consists of the Central Bank regulating and limiting the rates applied by banks and card issuers to personal loans, financed balances, and other instruments intended for individuals. The CGT argues that the accumulation of interest compromises a growing proportion of income and can transform initially manageable obligations into debts that are difficult to cancel.
The second point requests a specific response for SMEs. The headquarters suggests that many companies need to reorganize liabilities and obtain working capital to sustain production and employment. In their assessment, the lack of accessible credit not only affects the owners: it also impacts suppliers, workers, and local economies when a company reduces its activity or closes.
The third claim proposes a refinancing program for households and businesses, with extended terms, a temporary reduction in the payment burden, and rates compatible with income developments. The text also warns that, when formal alternatives disappear, the use of informal financial channels increases, with higher costs and less protection for debtors.
The mobilization thus linked the credit problem with the chain of consumption, production, and employment. For the convening organizations, delinquency is not an isolated or exclusively individual phenomenon, but a consequence of the deterioration of purchasing power and the rising cost of financing. The three pillars combine regulation, productive assistance, and the restructuring of already contracted obligations.
The delivery of the document does not imply that the measures have been approved. Until the publication of the information, an official program with those conditions or a favorable response from Ministerio de Economía or the Central Bank had not been communicated. The proposals are incorporated into the negotiation between the union movement and the Government; their eventual scope will require regulatory decisions, resources, and criteria to select the beneficiaries.
