ANSES will transfer 120 billion pesos to the Entre Ríos Pension Fund

Entre Ríos agreed with ANSES on a transfer of 120 billion pesos to finance part of the deficit of its Pension Fund. The agreement was signed by Governor Rogelio Frigerio and the executive director of the national agency, Guillermo Arancibia. The funds are an advance corresponding to the 2026 fiscal year and aim to provide immediate predictability to the provincial pension system.

The disbursement will not arrive in a single operation. The ANSES will issue twelve equal and consecutive monthly installments of 10 billion pesos each between November 2026 and October 2027. This schedule transforms the total amount into a regular flow over a year and establishes what portion of the national compensation the province will be able to incorporate into its financial planning.

The signing constitutes the first concrete result of a claim that the Entre Ríos government has been maintaining for two and a half years. The Province had brought the dispute before the Supreme Court of Justice of the Nation to demand compliance with national obligations regarding its non-transferred funds. The agreement opens an administrative payment route, although it does not by itself close the discussion about all the periods owed.

For that reason, both parties agreed to determine the definitive outcome of the social security system for the fiscal years between 2020 and 2026. The audits provided for by the current regulations must specify how much corresponds to each jurisdiction and which obligations remain pending. The advance of 120 billion pesos covers the 2026 fiscal year, while the broader review will define the accumulated balance of the previous years.

The amounts arising from those audits may be incorporated into Régimen de Extinción de Obligaciones Recíprocas. That mechanism will allow for the offsetting and cancellation of cross debts between the Nation and the Province, instead of treating each obligation as an isolated case. The tool connects the current financing of the Fund with a way to address historical debt linked to its deficit.

The agreement adds to the pension reform recently approved by the Entre Ríos Legislature within the ordering process promoted by Frigerio. They are different instruments: the reform modifies the provincial system and the agreement recognizes national contributions. The next control will be twofold: to verify that the twelve installments are paid within the scheduled deadlines and to complete the audits from 2020–2026 to know the final result of the financial relationship.
