Santa Cruz presented En Comunidad as material and educational support for the 2027 school year. Claudio Vidal announced 93,000 backpacks, 93,000 pairs of shoes and school kits for students at all levels. Registration begins in December and distribution is planned before classes start in February.

Created by Education Council Resolution 2206/26, the program connects with Transformar la Secundaria and the Provincial Literacy Plan. Its four dimensions are teaching time, material conditions, support for individual educational paths and community participation. It must show effects on attendance, retention and learning.

The plan includes 5,000 scholarships funded by the provincial treasury and private contributions. The Education Council will publish criteria in December. Rules should prioritize economic need, continuity and territorial balance, with transparent renewal and appeal mechanisms.

Vidal linked the assistance to school-building recovery. The government cites painting, maintenance and repairs as evidence of state presence. Infrastructure policy nevertheless needs stronger indicators: schools completed, structural problems solved, basic services guaranteed and class days preserved.

The governor again criticized the opposition for rejecting the Strategic Financing Law and said the province could do far more with it. The dispute requires details on amounts, destinations, terms, guarantees and costs, as well as a clear list of projects and repayment capacity.

Vidal also mentioned the Santa Cruz River dams and promised an imminent announcement for workers hoping to return to their jobs, without giving verifiable details. Previous transfers and projected budget allocations exist, but continuity depends on disbursements, contracts, external financing and labor conditions.

Combining school assistance, infrastructure, financing and major works creates a highly visible government strategy. Legitimacy requires universal criteria, no partisan branding and transparent rules for private contributions. Material aid cannot replace teacher pay, teaching quality, transport, connectivity and maintenance.

The next step is publishing scholarship criteria, total cost and the distribution calendar while protecting personal data. The dams announcement and financing law also require detail. Success should be measured by sustained educational paths and verified physical progress, not only by deliveries and promises.
