The provincial legislator Martina Lacour questioned the scope attributed by Governor Alberto Weretilneck to the transfer of avenida Bustillo. According to her explanation, the law approved by the Legislature of Río Negro assigns to the municipality of Bariloche the maintenance, operational management, and road administration, but does not transfer property ownership nor land title.
Lacour argued that the national State never previously formalized the transfer of ownership to the Province and that, for that reason, Río Negro could not transfer to the municipality a property it does not own. He recalled that legislator Carlos Valeri acknowledged during the session the inexistence of that ownership transfer. The controversy arose after official documents presented the artery as property of the Bariloche community.
The parliamentarian linked the operational change to the lack of structural investments. She pointed out that the most recent complete paving was done before the Cumbre Iberoamericana of 1995 and described deterioration on the edges of the roadway and the absence of horizontal signage in dangerous areas. Her position is that the municipality receives a maintenance responsibility without the Province having previously completed a comprehensive intervention.
He also mentioned delays in work on the first four kilometers of the avenue and in the new bus terminal. Regarding the latter, he stated that the allocations had to be incorporated into the provincial budget after an initial omission, even though financial commitments from the casino concessionaire were supposed to cover the infrastructure. These observations are part of his broader criticism of provincial investment in Bariloche.
The interview also included the permanent employment of 4,160 provincial employees. Lacour explained that she voted against it because the project did not include a fiscal cost report or a detailed payroll of applicants. She added that, during the first six months, 60% of the annual personnel budget had already been used and warned that some regularizations would generate employer contributions and future obligations.
Lacour, politically integrated into La Libertad Avanza together with César Domínguez and Marcela Abdala, presented both discussions as matters of public fund oversight. The clarification regarding Bustillo does not nullify the approved operational transfer: it defines its scope and contests the communication from the Executive. The concrete execution will depend on how the Province and municipality implement maintenance, administration, responsibilities, and investments on the avenue.
