The Buenos Aires City Legislature turned a winter-break pay dispute into a political statement against the city executive. Opposition blocs sponsored and approved a declaration repudiating a reduction of about 30% in the remuneration of teachers and assistants working in the Vacations at School programme. The claim emerged after participants had already accepted their assignments and begun carrying out their duties.
The controversy arose from the difference between the amounts announced during recruitment and the payments that would ultimately be made. Once activities had started, workers were told they would receive less than expected. The city administration attributed the change to an error in the initial information and said the correction would leave payments at about 530,000 pesos for teachers and 320,000 pesos for assistants.
For the unions, the problem cannot be reduced to an administrative mistake. Ademys and UTE said the pay conditions were changed unilaterally after staff had arranged their availability to cover the programme. The organisations described the decision as another cut targeting education workers and held protests and public actions to demand respect for the amounts originally offered.
The legislative debate added another dimension to the conflict. The declaration's sponsors stressed that Vacations at School provides educational and recreational activities for thousands of children during the break, meaning the pay dispute also affects how the city organises that service. They also linked the episode to broader claims over working conditions and education funding under Jorge Macri's administration.
Approval does not itself change the payroll. A declaration of repudiation has no binding effect on the administrative decision, and the executive retains the power to maintain the corrected amounts. It nevertheless gives institutional support to the unions, moves the controversy from schools into the chamber and raises the political cost of keeping a reduction announced after the programme was already under way.
The dispute remains open on two fronts. The unions demand payment under the original offer and have not ruled out further action if they receive no answer. The city government must decide whether to uphold its explanation and the amounts of 530,000 and 320,000 pesos or revise the payroll under joint pressure from workers and lawmakers while the winter-break programme continues.
