Governor Osvaldo Jaldo met with the acting president of the Tucuman Legislature, Sergio Mansilla, to review provincial management, the activity of Justicialist Party, and the tasks of Plan Pre Lluvia. The meeting took place on 24 of August and was publicized the following day. The conversation combined party matters, climate prevention, and institutional organization, without announcing a new budgetary measure or a specific legislative package.
Mansilla informed Jaldo about the conclusions of the PJ Council of Tucumán, which would have gathered around 80% of its members. He also highlighted the participation of Vice Governor Miguel Acevedo, although he is not part of the party body, and noted that the directives agreed upon with the governor were conveyed to leaders from the interior. The communication did not detail the resolutions adopted or the formal mechanism to implement them within the party.
In terms of management, both analyzed the progress of the Plan Pre Lluvia, designed to clean and maintain canals, drains, acequias, and other works before the summer season. Mansilla stated that the winter was rainier than usual and that those conditions complicated the zafra, an activity central to the provincial economy. The stated goal is to reduce future damage through preventive work and territorial monitoring of vulnerable points. Coordination needs to involve municipalities, communes, public works areas, water agencies, and producers who know about obstructions and critical access points.
Prevention requires distinguishing completed tasks, fronts still open, and response capacity to extreme events. The official report did not include on this occasion an inventory of works, progress percentages, municipalities reached, machinery mobilized, or updated budget. Without this data, the level of preparedness cannot be measured just from the meeting. The experience of previous storms provides a reason to anticipate, but effectiveness will have to be evaluated during and after the rains.
The impact on the zafra adds a productive dimension. Excess moisture and access difficulties can delay harvesting and transportation, affect yields, and increase costs. Mansilla indicated that the Legislature has a session scheduled for Wednesday, normally presided over by Acevedo. If Jaldo has to travel to Buenos Aires for official matters, the vice governor will be in charge of the Executive Power while the Chamber maintains its agenda. The publication did not list the projects to be addressed, so the existence of the session does not allow anticipating decisions nor attributing approval to initiatives not yet publicly identified.

A public board by locality would allow tracking pending tasks and assigning responsibilities before each storm. Prevention does not eliminate extreme events, but it can reduce exposure, speed up water evacuation, and direct resources to critical points. That is the result that should be compared with the records of each storm. Political coordination will only be useful if it produces that operational capacity.
