La Pampa's Judicial Workers Union declared a state of alert and permanent assemblies in Civil Defenders' Offices, rejecting the idea that the 2027 budget has solved the sector's problems. The dispute combines labor conditions, service organization and access to public legal defense.

Governor Sergio Ziliotto is central to a debate that distinguishes institutional reforms from daily working conditions. The union accepts that salary equalization for defenders and new offices may help, but says they do not solve staff shortages and operational problems.

Main demands include promotion competitions, more personnel, lower workloads, better buildings and specific bonuses. Each issue affects service: blocked careers, delays, overloaded files and poor conditions for both staff and users.

The 2027 budget is therefore a political as well as financial document. If it says claims are addressed, it should identify appropriations, positions, works and timelines. General statements without measurable commitments can deepen distrust.

Public defenders serve people who often cannot afford private counsel. Staffing shortages and delays therefore affect not only workers but access to rights and case processing.

Carlos Sapa argues that reforms must include workers. Daily staff can identify bottlenecks, digital needs, task distribution and building problems that may not appear in formal plans.

The conflict can ease if authorities turn budget promises into verifiable commitments: competition dates, positions, infrastructure plans, bonus criteria and workload monitoring.

The next step is whether authorities call a specific table before final budget approval. If the demands enter the budget, the conflict may improve institutions; otherwise tension may affect access to justice.
