Two residents of Villa de la Quebrada received the deeds to homes awarded to them more than forty years ago. Governor Claudio Poggi handed the documents to Damiana Busto and Ramón Ocampo, residents of the Cristo Rey neighbourhood, during an institutional tour of communities in San Luis. The ceremony added those two cases to the provincial “Escriturá tu Casa” programme.
The handover formalises a specific legal change: the families cease to depend on their status as occupants under an award and become the owners of the properties. Poggi linked the deed to family peace of mind, legal certainty and the home's value. He also said the title consolidates an asset that can pass to children and grandchildren, a dimension both recipients emphasised when they received it.
The governor presented land-title regularisation as one of the two pillars of his administration's housing policy. The other consists of building and completing homes through the “Progreso y Sueños” plans and the “Tenemos Futuro” programme. Under that structure, the administration separates the production of new housing from resolving the paperwork of social homes occupied for decades.
Poggi said that when he began his term, thousands of families had finished paying their housing instalments without obtaining formal ownership. He attributed the delay to obstacles including the freezing of final instalments, a deed fee equivalent to 30% and a long process through the Government Notary's Office. In his account, that combination made completion of the procedure expensive or brought it to a halt.
The programme seeks to replace that situation with a faster and more accessible procedure. The government said 7,144 San Luis families have now obtained their deeds. In Villa de la Quebrada, Busto said she began the process at Government House about three months earlier and that the documents were resolved quickly; Ocampo expressed gratitude for receiving the title directly from the governor.
The two accounts close a wait that began when the homes were awarded, but the province-wide figure shows that the operation extends beyond these individual cases. The programme's continuity will depend on turning more award holders into full owners and sustaining the announced simplification for those who have already paid for their homes. Each new deed will show whether the process retains the speed described by the Cristo Rey families.
