Buenos Aires lawmakers question the latest Edelap tariff increase

The authorization of a new adjustment in Buenos Aires electricity rates has sparked legislative criticism directed at the provincial government, Edelap, and the regulatory body. The update affects both fixed and variable charges of the distributors and results in variations between 1% and 2,4%, depending on the category considered. The rate change is a current administrative decision; objections regarding its timing, the company's investments, and the quality of service correspond to opposition representatives and must remain attributed.

Provincial Senator Marcelo Leguizamón questioned the increase being applied after interruptions that affected users of La Plata and surrounding areas. The legislator stated that households face an expensive service with recurring failures, and doubted that previous updates had resulted in sufficient works. His argument constitutes a political assessment of the performance of Edelap and the Executive, not an independent technical audit of the network nor a judicial determination of noncompliance.

Leguizamón also demanded a firmer action from the Electrical Energy Control Agency of the province of Buenos Aires. Among his requests, he included that compensations for outages be applied automatically and that users should not have to initiate additional procedures to obtain them. The scope of this mechanism will depend on the regulations, on the identification of the affected supplies, and on the billing of each period. The complaint does not imply that all the bonuses have already been credited.

The controversy coincides with the compensation scheme announced for the 17 August fire at the Tolosa substation. For that episode, a discount equivalent to 20% of the bill was established for each day without service. The measure seeks to compensate those affected by the outage, but its specific application will need to be verified on the bills. It will also be necessary to distinguish the outages linked to that incident from other failures that may have different causes, durations, or claims procedures.

The provincial deputy Matías De Urraza joined the criticisms and linked the increase to the economic situation of families and businesses. His intervention questioned that the authorization comes without a visible equivalent improvement in the service. That relationship between rate, quality, and investment must be contrasted with the work plans, continuity indicators, sanctions, and available regulatory controls. The mere existence of a service cut does not by itself allow determining the total level of investment or the administrative responsibility in each event.

Edelap operates the electrical distribution in La Plata and municipalities in the region, while the Province sets the tariff framework and controls the concession. This division of functions distributes the responsibilities: the company provides and maintains the service; the regulator supervises; and the Executive makes policy decisions regarding tariffs. Legislative criticisms question all three levels, although they do not replace the technical files that explain costs, reviews, and penalties. Knowing these documents would allow for evaluating whether the increase and the compensation comply with the applicable rules.

The debate also differentiates two issues that usually appear together. A percentage update modifies the price recognized to distributors, while a bonus compensates for a harm associated with a specific interruption. The increase does not eliminate the right to claim for poor service, and the compensation does not demonstrate that the network has been modernized. To measure the real impact, it will be necessary to compare invoices by category, consumption, and taxes, because the range from 1% to 2,4% does not necessarily translate in the same way to all users.

The follow-up should check when the new values are reflected, how many supplies receive the discount for Tolosa, and what formal response Edelap, OCEBA, and the provincial government offer to the Legislature's requests. It will also be appropriate to review investment plans, frequency and duration indices of outages, and any sanctions. The confirmed fact is the tariff update and the existence of opposition challenges; the sufficiency of the works, the effectiveness of the control, and the individual accreditation of compensations require subsequent documentation.
