Argentina and Panamá agreed on the phytosanitary requirements to open the Panamanian market to four groups of fresh citrus of national production. The authorization includes lemon, mandarin, orange, and grapefruit; in the last three cases, it includes fresh or refrigerated fruit. The understanding creates a new commercial possibility, but each operation must comply with the agreed sanitary conditions to finalize the shipments.
The negotiation was carried out by Secretaría de Agricultura, Ganadería y Pesca through the National Service of Agri-Food Health and Quality, together with Ministerio de Desarrollo Agropecuario de Panamá. The agreement defines the technical framework that will allow the certification of Argentine merchandise and verify that it meets the requirements of the destination country before entering the market.
Panamá imported oranges for approximately USD 3,6 million during 2025. Its main suppliers were Perú, Chile, España, Estados Unidos, and Colombia. In the same year, Panamanian purchases of tangerines totaled around USD 3,9 million, mainly supplied by Perú, España, Estados Unidos, and Chile. That movement offers a reference of the potential market, not a guaranteed projection for Argentina.
The Argentine export offer is already present in numerous destinations. During 2025, the joint external sales of fresh lemon, tangerine, orange, and grapefruit reached USD 188,6 million. Rusia, Estados Unidos, Países Bajos, España, Italia, and Brasil were among the main buyers. The new opening adds an alternative to that commercial map and may expand the diversity of destinations.
Healthcare access alone does not determine the volume that will be sold. Exporters and importers will still need to agree on prices, qualities, schedules, logistics, and quantities, in addition to completing the required certification. Competition with suppliers already established in Panamá will also be part of each company's business decisions and of Argentina's ability to maintain a regular supply.
The concrete result is the approval of the phytosanitary conditions for these products. The opportunity benefits a chain that seeks to diversify markets and reduce dependence on a few buyers, although the economic impact will be known when effective operations exist. The opening establishes an entry door; it does not yet equate to closed contracts or shipments confirmed for a determined amount.
