San Juan's government is preparing a bond placement of up to USD 600 million and considers September 29 the most favourable working window. The transaction still depends on financial conditions and the price investors are willing to accept, but technical teams are using that date as their target. Proceeds will finance infrastructure and could accelerate projects currently waiting for a large-scale funding source.
The issue will seek demand both internationally and in Argentina. The split between the two markets has not been fixed and may change according to orders. San Juan reaches this stage after a late-July roadshow in the United States and London, where provincial officials presented fiscal conditions, the project portfolio and the expected structure of the instrument to potential buyers.
Interest from those meetings supports the decision, but does not remove the main constraint: country risk close to 500 basis points keeps Argentine borrowing expensive. For the province, choosing a date is not only about finding buyers but securing a rate consistent with repayment capacity and the economic value of the works. A rushed or costly deal could reduce the benefit of immediate resources.
Once the transaction closes and investors settle payment, the funds could reach provincial accounts in about 24 hours. That certainty would allow tenders, contracts and schedules to be defined on a firm financial base. Yet authorisation and market interest do not equal disbursement: the final amount will depend on bids, pricing and the government's decision to accept or scale back the placement.
Potential uses include around thirty housing developments managed by the Provincial Housing Institute, with scope to expand that number depending on actual proceeds. Roads, water and sanitation systems and other infrastructure are also under review. Route 40 North is one possible project to advance while another financing stream is awaited. Final selection must combine technical readiness, impact and execution capacity.
The bond differs from USD 250 million committed under the Vicuña-related agreement. Those funds are earmarked for roads, water and sanitation, while the new issue would give the province greater discretion in setting priorities. The government wants to combine both sources rather than replace one with the other, which requires coordination to avoid overlapping contracts or timetables.
Governor Marcelo Orrego and Economy, Finance and Treasury Minister Roberto Gutiérrez must decide how much to issue within the authorised ceiling and what terms to accept. The assessment includes rate, maturity, currency, payment schedule and investor distribution. It must also preserve a verifiable link between debt and completed public assets, since obligations will continue after the initial construction stage.
September 29 remains the target as long as the market window stays open. If country risk rises or bids are too expensive, San Juan may postpone, reduce the amount or change the structure. If the placement succeeds, attention will immediately shift to tenders and execution. Success will be measured not only by raising up to USD 600 million, but by completed works and debt compatible with provincial finances.
