The Mendoza Legislature officially resumed activities this Monday, after the winter recess that had suspended the agenda of deputies and senators since July 6[reference:13]. The provincial ruling party is focusing on two projects promoted by Governor Alfredo Cornejo, presented before the recess, which seek to advance in digital security and building regulations[reference:14].
In the Senate, the main bet is the creation of the Cybersecurity Law, an initiative presented on July 2 by the Minister of Security and Justice, Mercedes Rus[reference:15]. The project proposes to "shield" the provincial State against cyberattacks through unified rules for all public agencies, the creation of an Executive Committee for Cybersecurity, and the establishment of prevention and response protocols for computer incidents[reference:16]. If passed, it would be the first law of its kind in an Argentine province[reference:17]. The debate will begin on Wednesday in the Legislation and Constitutional Affairs Committee (LAC), chaired by Walther Marcolini (UCR), with the presence of Minister Rus and the Undersecretary of Justice, Juan Carlos Jaliff, to detail the scope of the regulation[reference:18].
In the Chamber of Deputies, the flagship project is the Unified Building Code, which seeks to establish common criteria for construction in all municipalities of Mendoza[reference:19]. The initiative, which is still under analysis in committees, is receiving observations from legislators and municipalities, so its final treatment would take a few more weeks[reference:20].
In addition to these two priorities, the ruling party plans to advance with other initiatives. One of them is the georeferenced environmental complaints system, presented by Senator Yamel Ases (UCR), which proposes a digital platform for citizens to report environmental infractions in real time with precise location[reference:21]. The third stage of the "Hojarasca" Law, which seeks to repeal 130 obsolete norms enacted between 1976 and 1990, and which already has a favorable opinion, could also be approved in the coming days[reference:22].
The return to legislative activity takes place in a particular political climate, with Vice Governor Hebe Casado at the center of the scene after being declared "persona non grata" by the French Embassy for her statements about the French national team[reference:23]. The opposition plans to make the repudiation visible in this first week of the agenda, after presenting two resolution projects on the matter[reference:24]. Meanwhile, the project to reform the provincial Constitution promoted by Senator Néstor Majul (UCR) remains without concrete progress, and the debate on the PASO primaries does not reach the provincial level, after Cornejo announced that they will be maintained next year[reference:25].
