The Association of Teachers and Researchers at the National University of Rosario will take the budget conflict beyond campus through a public intervention called “Expo Incumplimiento.” The event will be held at 11 a.m. on Thursday, October 29, outside the UNR health area at Santa Fe 3160, as part of a full week of faculty strikes.

The project seeks to explain in accessible terms what it means for wages and university operations that the University Financing Law has not been fully applied one year after its enactment. Coad will display posters, infographics, photographs and a timeline tracing wage losses, accumulated debts, budget cuts and the different stages of academic-community mobilization.

The union says the public university continues operating with insufficient resources as working and studying conditions deteriorate. It does not separate faculty pay from the rest of the system: wage recovery is linked to funding for scholarships, infrastructure, research and daily operations. The exhibition therefore turns budget figures into visible consequences for students and society.

The intervention coincides with a strike that began Wednesday, October 28, and will continue through Tuesday, November 3. It covers seven consecutive days and five working days directly affected by the stoppage. Coad chose a longer strike than the initial national action and is coordinating it with Conadu Histórica and other local associations.

The wage demand has two specific components. The organization is seeking an immediate 32% adjustment to restore purchasing power to its November 2023 level, as contemplated by the law. It also demands payment of a debt it estimates at the equivalent of five payrolls, representing income faculty members say they lost during the period of noncompliance.

The decision followed debates at Conadu's Extraordinary Congress. Coad and other associations proposed an indefinite strike, but the motion did not receive enough votes. The national federation initially approved a one-day action coinciding with budget debate in the lower house and future mobilizations; the Rosario leadership considered that plan insufficient and maintained the full week.

“Expo Incumplimiento” therefore serves two functions. It accompanies the strike during days without classes and prevents the dispute from remaining confined within university buildings. The union intends to inform people passing through the health district, explain the connection between the law and daily deterioration, and preserve the public visibility achieved in university marches.

After November 3, the next phase will depend on three factors: the federal government's response, congressional consideration of the budget and decisions by faculty federations. The exhibition cannot settle the dispute by itself, but it documents with figures, images and chronology the obligations being claimed and prepares the ground for further action.
