Rogelio Frigerio again placed the elimination of agricultural export duties at the center of his farm agenda during the Palermo Rural Expo. The governor of Entre Ríos said the sector is going through a period of growth and investment and described it as the locomotive of Argentina's recovery. His message combined a nationwide tax demand with a provincial policy designed to reduce production risk.

His starting point was an assessment of the sector's competitiveness. Frigerio said Argentina probably has one of the world's most competitive agricultural industries and acknowledged that conditions are favorable, although profit margins remain below what producers would like. In the governor's view, increased activity and investment show that the sector has room to expand if the surrounding conditions support it.

Within that diagnosis, export duties are the main obstacle identified by the governor. Frigerio repeated a position he has held for years and called for progress toward their elimination rather than merely a temporary reduction. In his approach, the debate goes beyond the tax burden: it determines how much of what is produced can return to the sector's own cycle of investment and growth.

The governor also assigned the state a specific role in that relationship. He said it should create conditions that strengthen production and support those who invest instead of becoming a barrier to development. That definition links his criticism of export duties with the need for public instruments that address problems producers cannot control, including extreme weather events.

The provincial response presented in Palermo was multi-risk insurance for corn growers with up to 200 hectares. The coverage, which will be free during its first year, is intended to reduce the uncertainty caused by events capable of damaging a crop season and threatening the continuity of small farms. Its design targets a defined production scale and turns risk management into an incentive policy.

The initial stage will cover approximately 100,000 hectares, a size that will make it possible to observe the operation of a tool described as unprecedented in Argentina. The insurance is part of a broader Entre Ríos government strategy to strengthen agricultural production, promote investment and support the private sector. The province is thus acting on climate vulnerability while Frigerio keeps the dispute over the tax system open.

The next step will be to move the coverage from announcement to implementation among eligible producers and test its ability to cushion losses during the first year. At the same time, Frigerio will remain among the governors pressing for a lighter burden on agriculture. The relationship between those two lines—fewer export duties and more protection against weather—will measure the policy through which Entre Ríos seeks to sustain investment, growth and production continuity.
