Milei will return to Congress to present the Budget on 15 September

The President plans to personally lead the presentation of the project, as he did in 2024. In 2025 he opted for a recorded message. The visit will require a special security operation and will open a new stage of parliamentary debate, without guaranteeing the approval of the initiative.

President Javier Milei plans to personally present the Budget bill in Congress on Tuesday, September 15. The decision resumes the format used in 2024 and once again displaces the Minister of Economy from a presentation that was historically the responsibility of that office. The presentation will mark the beginning of the parliamentary process for the new calculation of resources and expenditures.

Milei's selection as the main speaker was attributed by officialist sources to his communication skills, his training as an economist, and his knowledge of Congress, where he was a national deputy between 2021 and 2023. His presence turns a traditionally technical instance into a political event and forces the coordination of the functioning of the Legislative Palace with a presidential apparatus.

The background of 2024 had the president speaking from a podium installed in the center of the Cámara de Diputados chamber. That presentation corresponded to the Budget 2025, but the project was stalled in committees and did not reach the chamber after negotiations between the government and the governors over fund distribution broke down.

On 15 September 2025, on the other hand, Milei did not attend Congress. He recorded a message at the Casa Rosada that was broadcast nationally during the evening. The Budget 2026 presented then was the first approved by both chambers during his government, although the approval only came in the extraordinary sessions of December.

The presidential participation of 2024 also modified the security scheme. The Federal Police controlled access points, hallways, and offices; internal inspections, checks with explosive-detecting dogs, and identity controls were carried out. Outside, Rivadavia Avenue and the perimeter of the Congress were fenced, and federal forces and the City Police participated.

The new call anticipates an operation with special characteristics, but its final organization must be coordinated between the Presidency and the legislative authorities. The presentation on September 15 does not equate to the approval of the Budget: after the presentation, the text must be analyzed in committee, negotiated with the blocs, and voted on by both chambers to become law.
